My friend fps is like 2 in the menus and in game it is like 9fps, he has optimised his settings and changed some lower,
My friend fps is like 2 in the menus and in game it is like 9fps, he has optimised his settings and changed some lower, all his drivers are up to date and everything is fine, he usually runs 70 to 90fps so thats a big drop, its making it unplayabel for him,

what are his PC specs? Also, did he suddenly switch to using Vulcan? I've had one computer that can run the game fine normally but that chugs down to 10fps if I try running it in Vulcan.

We feel like it is solved, the xbox companion app was takinng everything running 10% of his cpu, we checked his startup programs,

his specs are
gpu is 960
i5 2nd or 3rd
8gb ram

I dunno what exact CPU you have but i5 2nd generation or 3rd generation is not able to run this game with smooth fps. He will still get drops but not as big.

lies , i got a 3rd gen cpu and i run this game with a gtx 1060 high all settings at 90-100 fps

^seconding this, I was stuck on a 2008/9-ish Celeron (so old that it was out before i3/5/7 was even a thing, for perspective on how old this CPU was) & only 8GB of RAM for the entirety of Y4S4, but the game still ran perfectly fine at like 80 fps (on Ultra, even!) because it's practically entirely GPU-reliant, and I still had an RX 580 in that rig.

Yes lol, this game's destruction physics are basic as hell for the sake of consistency & balance, as well as to specifically avoid becoming CPU-intensive & cutting everyone's framerates during rounds with lots of boom happening.

Impacts/breaches/etc just pull their holes from a template instead of actually calculating realistic & varied destruction, and debris objects are spontaneously spawned in when a large enough chunk of wall is destroyed, rather than calculating for actual pieces of said wall breaking off, not to mention how said objects just use basic ragdoll not much more advanced than anything Half Life 2 or Fear had (games that, you know, came out 5 years before said Celeron?).

I always tell people to disable Superfetch or w/e Win10 calls it now for this exact reason^

Windows has a nasty habit of randomly deciding that certain background services (Superfetch, mostly) need to work extra-extra-hard for a day, and that they need absolute priority on all available system resources while doing so, and this can slow even high-end rigs to a crawl when it happens.
