1. He now becomes entirely dependent on enemy team composition in order to be at all useful. Even an operator like Ela would be off the board since her Grzmots automatically detonate if you get too close.
2. Even if you're up against the perfect team composition the chance that you actually make a round-changing play is quite low.
3. There has to be some kind of visual indicator for the defenders as well otherwise counterplay becomes frustrating, and at that point his gadget becomes pointless in most situations seeing as they'll just be able to shoot whatever you've hacked.
All in all he just seems waaaay too situational now. I can only really see him being useful if you can manage to make use of a Yokai or Evil Eye.
Operators like him that give garbage players something to lean on while requiring literally zero skill to use effectively and potentially letting them crap on players who actually know how to aim is just terrible.
