The universal skins are universal. If you didn't find that skin under the universal section then no.

Skins in bundles are universal.
Skins included in OPERATOR bundles (like Pro League, Elite etc.) can be equiped by every operator that uses the said gun.

All gemstone and DLC skin bundles are universal unless it states that the skins are for a specific weapon (such as the bushido sets)
