It depends since lower ranks have smaller gaps in elo, which effects the amount of wins needed to rank up / down. More importantly, you gain less elo the more you lose as the game becomes more confident in the rank it thinks you should be.

but it should take a brand new player about 1 win to rank up in Copper to Silver, with 2-3 in Gold.

Yeah, could've been a typo, my bad. At the start, the most you can earn is like 120 mmr, so that's like gaining a full sub rank/losing a whole sub rank.
