Can you still somehow get Hibana's Slicer uniform?

I think there's a way, I just don't know how. I main Hibana and her Slicer uniform is really cool, and full black with red lines really suits my color preference.

It's confirmed that Black Ice skins (arguably the most exclusive cosmetic) are in Alpha Packs. So I'm gonna bet Slicer is in there too.

Yes you can by buying the season pass for season 1 which is fortunately still sold on amazon (I got mine about 2-3 months ago. https://www.amazon.com/CLANCYS-Rainbow-SIEGE-Season-Online/dp/B018RGK5YY/ref=sr_1_1?ie=UTF8&qid=1499232147&sr=8-1&keywords=rainbow+six+siege+season+1+pass Ironically it has a bunch of 1 star reviews of people thinking they were buying the season 2 pass when it ends up being the season 1 pass.
Its a bit pricy especially if you already have the operators but it is one sure fire way to get it.

Then Glacier skin should be in the alpha packs, even the Elite Skins, since "Black Ice" skin as you said one of the most expensive skins in the game, I only got the skin for the SAS, GIGN, and the Spetnaz.

For what I see in-game the Elite Set are label as Legendary item, like the MSR (Micro Sniper Rifle) skin for the smg-11. I watched on the channel of iceycat25 a guy that is a trusty source. I'll put the link here.

Are you sure? Ubi actually is "giving away" one of the most expensive and "exclusive" skins of the game by a "loot box", maybe ubi isn't gonna be that greedy.

I'm still not sure, however, if you can unlock the Slicer skin. I really hope it isn't like the Black Ice skin, which was only available for purchase during the Black Ice DLC release.
