I recently got a new pc with the following specs: nvidia geforce 1070 w/8gb gddr5 overclocked, 16GB DDR4 at 2400MHz and 7th Generation Intel® Core™ i7-7820HK. I run the game at ultra settings, yet im still capped at 30 fps. help please?

Maybe It's v-sync?

Turn off your v-sync.
Your HDMI cable will also cap it at 60hz

Make sure your game isn't optimized by Nvidia Experience.

If you have a 144hz monitor make sure you change from 60 to 144 in the settings

HDMI cable doesn't have anything with it. I'm also using HDMI cable and have solid 60 fps with vsync on. Check other things.

Apperantly my computer runs at only 30fps when not charging (its a laptop.) probably some battery saving thing in my graphics card, like what F0rC3UnL34sH3r said. whatever. consider this solved.

If you have a 144Hz monitor then using an HDMI cable to connect it to your PC will cap it at 60Hz. You need a double DVI-D cable (normally the monitor comes with one.)

right - click on your desktop > go to nvidia graphicscard settings > go to options > and set nvidida power management to maximum
or check BIOS
