Velkry it's a Year One Season Two operator (aka Year One Season Pass), from operation Dust Line, she cost 25k reown.

The gold skin was released with the game back to december of 2015, you can put it even on the lastest ops, jackal and mira.
In other words, all operators can equip it on their weapons.
