If the sound quality is bad then make sure that your audio settings are set to Night Mode or Hi-Fi and not TV because TV audio is meant for a TV and sounds horrible. You can hear things far more better with Night Mode or Hi-Fi.
That sounds like an issue with an audio gate. Could be in the software for your headphones, Windows, Steam, Uplay or in the game.
A 'gate' is a device (hardware or software) that cuts sound when the amplitude (volume) falls below a pre-determined level. Normally, the gate would 'open' again when the sound would again go above the pre-determined level, but maybe something's going wrong there and it stays shut.
