Technically you can't because you will get banned for it (it is against ToS)
Practically you can since it is hard to detect

Ok, but there is a difference between someone that wallhacks and aimbots people, ruining the match to everyone and someone that reaches the maximum pistol/sniper RPM with a macro. Macros are useless on automatic guns, because you can never reach the same Round per minute that you have with the classic automatic fire, so even if you have like not horizontal recoil it's not worth it. It just helps with semi automatic weapons, so banning macros in general is just stupid

You STILL have to find the enemy, you STILL have to AIM properly and you STILL have a recoil + it's useless with automatic guns

They do give an advantage. They increase the speed you can fire your pistol or DMR beyond what would normally be possible due to normal human limitations.

It's common knowledge Macros are Ban and against the TOS in a Online Competitive Game.
Hell CSGO is a great example how people get Ban for using Macros aside from Custom Private Servers or Community Made Server. Using it on Official Valve Servers and Ranked, you're gonna get Ban PERMANENTLY.
Even in MOBA genre like DOTA 2 Macros are Bannable. Example Thunder Predator's AtuuN using Macro on Meepo.
Built-in Macro Software be it on Keyboard/Mouse still counts if you don't disable it's function.
