Vigil has a worthless gadget for the team, but is designed to be a roamer from the ground-up. If you like roaming, he's your man. Especially with the Jager nerf coming next patch, Vigil is the new go-to roamer. Very solid equipment overall.
Kaid is great, but his "main" weapon is receiving a pretty major nerf next patch. His gadget is insanely good if you know how to use it though.
Mozzie has two very strong weapons for defense, and an excellent intel gadget. If he were a 3 speed, he'd be the instant choice. Alas, he's sort of a half-and-half roamer/anchor where you just kinda chill somewhere near the objective while droning out and jump the other team when they're about to make a big push. You can essentially use your drones as mini valk cams if you toss them up in high places. Overall, very solid operator. He's losing his super shorty next update, which removes his ability to soft breach, but he's overall still very solid.
It all depends on what you're looking for, honestly. Are you an experienced team player that also wants to be able to perform well individually? Maestro. Are you someone who wants to roam, roam, roam? Vigil. Do you care more about helping the team than about your own performance? Kaid. Do you want to spend most of the game on drones gathering intel and occasionally getting an easy kill here and there? Mozzie.
