Deluxe edition vs Standard Edition

Is it worth buying the deluxe edition on sale for the first two years of operators, if I already own the standard edition?

if you plan to play the game for a long term period I believe the standard is ok because soon or later you'll have all operators unlocked, but if you don't want to wait that long then take the deluxe.

Do I have to start over from the beginning level wise?

If you already have a version of the game and buy an upgrade you won't have to start all over again

If you mean the "Operators Pack" which cost cash anyways, isn't the Bundle cheaper? As there is no way to upgrade.

Get the standard and adds the funds of every Year operator pass and see if it costs more then the deluxe, if it does, get the deluxe.
