Similar systems have been seen in other games before thouh. I can think of the virus achievment in payday 2, where if someone in your lobby has the achievment, you get it.
Best way to test this is to befriend players on the enemy team and ask them if they have the charm. If they do and you don’t, ask them to kill you - if you do and they don’t, kill them.
All that would have been needed to start this kind of system is one dev that plays a game, gets a few kills, those people kills others, and so on and so forth.
