Why i have only recruit

Hi i played R6 alot on Xbox so i decided to buy it on PC, but why i have locked all basic operators and only can play as recruit

Because you bought the cheapest version, Which only gives you recruit, you have to buy the rest. But IIRC you can buy the other ops pretty cheap (The basic ones at least).

The problem is that I'm getting kicked only for using recruit

Do your situations and Terrorist hunt for a bit, buy 1 attacker and 1 defender.

You can do operations to get some cash for ops to get yourself started

You can instantly claim 300 Renown via the Uplay rewards, then you can get 900 Renown (or was it 600?) by watching the tutorials (you can skip them); that's enough for two operators.

i bought deluxe and yet i still only have year 1 operators why?

The deluxe edition contains only year 1 operators, i dont think you get the base ops for free anymore.
