Can I get gifted a year 1 operator bundle?

I have paypal but theres something about my billing address I cant change that wont let me use it. I've tried contacting steam support to no avail, so I was wondering if one of my friends could buy me the year 1 operator bundle, gift it to me and I'll give him the money in paypal
