I dont remember seeing any sales on Elites since I began playing.

Which was Y1S4... So Either I missed them myself or there were never any.
You get a discount if you have a season pass tho. It goes down from 1800 to 1620. I'm pretty sure you cant get it for less.

If you had the year 3 pass and you get the year 4 pass you get 1200 credits instead of 600. Then just add 600 credits for £4.29. That's what I did.
