报告翻译问题
In the library its not mentioned that it is a starter edition.
I bought standard edition and I am happy, you get all 20 basic operators instead 6 or 12, that's basically only difference between between those versions
There were people that complained about issues about it, if you have some then contact ubi support which will tell you to go to steam support, screen that message and go to steam support and they should remove the starter edition or smth like that
Just to clarify on this, there is no direct way to upgrade, however, you can contact Steam support and ask for the game to be removed from your account.
Please note, if you are over the criteria for a refund, Steam will not be able to refund you for the game.

I've removed the game from my library. Tomorrow I'll buy the Standard Edtion
24h left 'till the sale ends. Next morning I'll buy it because I don't have any money left in my bank account so I have to buy PaySafeCard

I think another sale is coming up just after this... because a Free weekend is scheduled for the 14-17th of Feb.
I don't care about the free week
I just want the standard edition because the grind for non-dlc ops is insane
