Hibana will always be more important since she can open hatches and reinforced walls.
Capitão is good against mira or people who camp behind shields. He's more of a support character since his guns are not so great, and you need some knowledge of where to use his gadget.
Blackbeard is mainly an angle holder, put him in a window and he can deny defenders moving around with his headshot protection. He's a bit slow though.

I think blackbeard is the easiest to use of these.

Capitao is underpowered gun wise - his bolts aren't affected by jagers ADS so he can smoke site without problems - Overall capitao is support character, useful mainly on bombs

He's not trash, but you'll almost always be better bringing along a hibana or blackbeard.

I prefer beard, his shield kinda eliminates ping difference when mine is 80 so i have slightly better chances in shootout

Hibana is a breacher - always good to have.
Capitao - situational i would say, good to roast people hiding in a corner behind shield.

He is certainly worth it , but hibana is the better option there and blackbeard can be really good specially when playing around windows etc. to break down :
Hibana : good gun ,3speed , GREAT utility -> can't go wrong with her
Blackbeard : Very good in certain situations(like reaaaaly good , saving your a.) , kinda slowish you sort of need a feel for him.
Capitao : Meh guns , but 3speed with nice tactical utility. specially in combo with a glaz or a monty when planting or to annoy a mira ..
