In a nutshell, he's good for specific circumstances. If you are thinking about buying him vs another operator, weigh the pros and cons. The best operator for tracking down a problematic enemy, but he isn't essential.
ABSOLUTELY
Jackal for me is one of the most efficient and fun operators to play that I always forget to play, kind of like twitch. There will always be someone more useful like a hard breacher or someone who can disable gadgets like thatcher or IQ, but Jackal is so much fun.
His guns are amazing, his C7E has basically no recoil and he has smokes/breaching charges.
Scanning someone might not get you the kill you want every time, but it's very useful in making enemies paranoid.
You don't always get a fuze kill or kapkan kill someone in a frost trap, but the ability is still fun to use and the loadout is great.
