As for the inside, it is helpful too, if you place them in discreet areas then they can be extremely useful as you can see where the attackers are inside the building.
Lastly, I prefer throwing most of my cams outside and maybe leave one for the inside.

When you are playing on an objective that requires an outside push from the enemy, you want to throw the cam outside where they will be pushing from. This is so you can runout and kill attackers while they are pushing the objective. Not to mention, it helps defenders know position of the enemy which helps tremendously.
Another reason to throw the black eye cam outside is to spawntrap the attackers. What you do here is throw the cam near where they spawn. Have 2 or 3 defenders ready to runout and kill the attackers while they are running towards the building.
Throwing cams outside is good because it is harder to find the black eye cam outside than it is inside. Unless of course they have an IQ. Even then, if you are creative with your cam placements outside, the IQ might not find them.
I would say throw one cam outside and save the other 2 for the inside.
