Give bandit portable shield

It's easy to destroy it and there is not much ways to effectivly use it with his gadget in my opinion. Portable shield better match his gadget and allows for interesting tactics with other operators gadgets (especialy jager and wamai)

It’s not useless but given he has a nitro cell you’re better off running it and having someone else place their barb wire for you

it works, but for no reason, what will electricity do on shields except making them do ticks of 2damage ?

Destroys breaching rounds and impact rounds

Also allows for auto kill frostmats

It doesn't really work that way, braching rounds and impact nades aren't affected at all by it :)
Try shooting an Ash's Breaching Round on a electrified wall, it will just explode
