The solutions I've read are:

Update appropriate drivers
Verify Integrity Cache of Siege
Run Steam as admin

Unfortunately none of these have worked for me, I still don't get the option.

You can however just go to where siege is installed and run the exe file:
RainbowSix_Vulkan.exe

You have the starter edition of the game ?
Brows the game files and run Rainbow6_vulkan.exe, open task manager and you should see rainbow6_vulkan running then you are on vulkan, another way is to use msi afterburner.

it wont improve your graphics, it is just an API like DirectX u will get good performance if you have a weak cpu and good cpu.

Make sure you're launching the game from Steam or Uplay instead of the shortcut. When you click play, you should have the option to launch the Vulkan version.

doesn't work for me. but we can change the EXE names and it will work
RainbowSix.exe - > RainbowSix_Vulkan.exe
RainbowSix_Vulkan.exe -> RainbowSix.exe
