Most OPs uses codenames and nicknames to refer to each other in order to hide their real ID and be efficient regarding calling someone's name (imagine an american trying to pronounce a russian name every time he wants to talk to a Spetsnaz soldier). This is something very common in real life and not even exclusive to war in general.
And no, not everyone within the FBI is american. There's so many people that work for them that aren't even born in the U.S.A.
