No, third party means it is not Steam themselves, but another service/enterprise.
Games that use another services out of Steam can't be family shared. So you need to purchase the game with your account, and your family member would need another copy of the game.
and how would you play it on your main account
TLDR, you can only play RB6 with the same steam account you used to buy it after linking said steam account to Uplay.
If you just bought it from steam, open game and it'll direct you to Uplay account where you have to link your steam to it.
Have you already logged in on uplay? If yes, and still no game there, try again until it asks you. Or check the internet how to manually link steam with siege to your uplay account.
