Doc elite skin has only 3 stim pistol shots in TH and casual...
Doc usually has 5 stim shots but when switching to Doc elite skin he has only 3 shots...Is this bug or something?

No, Doc never had 5 stim shots. 3 shots only.

In T Hunt yes he have 5 shots

Yep, In TH if i equip Doc elite skin i get only 3 shots...
