Is there a way to make the display settting a "Fitted Window"?

I don't know the correct name for it, but some games have a windowed mode where it fits like all other apps do on your desktop for the msot part. It doesn't cover up the taskbar so it's like 1920x1050 or something.I tried changing the resolution to that in GameSettings.ini but it just gives me a full covered window.

Edit: Or is there a way to resize the window? I know most games don't let you do that (rarely run into instances where i wanted to) but that'd be nice.
