That being said yes, they really could do better to reduce these discrepancies caused by ping.
Edit : and lets not forget that there is a processing delay between when the message is received and when it is shown on your screen, and this is dependent on frame rate.
Edit 2 (last one i promise) : Other games likely have this to the same degree or even worse, the problem is that most games dont rely on split second reactions like this because theyre not based on holding extremely tight angles where even a millisecond of exposure gets you killed, and/or the movement speeds are not as extreme to the point where ping becomes noticable.
How?
For one, they could stop people from playing outside of their intended region. This wouldnt stop all of the "i got shot behind walls", "peeker advantage" issues, but it would reduce the degree of these issues and stop some of the most extreme cases.
Personally, ive never experienced any serious issues with ping discrepancies of 100ms on the enemy team while mine was around 9-30. Its when the other guy has a ping of 200ms that you get weird behavior like peekers advantage and getting shot behind walls.

until technology takes us where theres no ping whatsoever, we are stuck with ping
