Is it illegal to buy r6 credits from other sites and if it is so, how bannable is this?

A friend of mine recently bought r6 credits on an unofficial website. The reason he did it was that on that site credits were much cheaper. After searching for information on this topic, I could not find license agreement or any official comments from Ubisoft on this issue. So my question is: Is it illegal to buy r6 credits from other sites and if it is so, how bannable is this?
UPD: Guys, I know that sites like this might be scams and stuff, but 1. He had 2-step verification 2. He really received credits. What im asking you is not your opinion (sorry). Im asking about the real acts or Ubi statements on this point.
