how many alpha packs do you need to open to get legendary or black ice ?

dude let me tell you are unlucky...
Outbreak I got in 4 packs 3 legendary (weapon skin that looks like flesh + both finka and lion legendarys)
Now in terms of alpha packs Like every 10 packs I got 2 legendarys and about 3 or so rares lol
tho not a single black ice but many particular legendarys
