It's for game balance, the other three sas operators mute, sledge and Thatcher also wear gas masks and still take damage. Ubisoft explanation for this is that smoke is the only guy wearing a complete gas filter which can be seen on his back connected to his mask using 2 pipes. No other operator has it.

Also smoke is on a full NBC suit that's sealed.
