any ways to test operators?

so ive been midgame when server maintenance started and i had acces to all of the operators and mods. i tested 3 of them but wanted to test more. how can i play with operators to test them? do i have them all on my test server? (there are 2 games on my steam called rainbow six sisge, 1 is regular one and second one is called technical test server)

I think you can set it to offline mode and then you can try the ops but without attachments but I am not too sure on that, I remember hearing about that from somewhere.
