Starter Edition:
You get to unlock 1 standard operator and you have 600 credits which you can use to unlock a second operator. After that, a standard operator will cost 12.5k renown which will take about 10 to 12 hours to get. The DLC operators will cost 25k renown which takes twice as long to unlock.
Standard edition:
You can unlock the standard operators for cheap. Should be around 5k renown I think. The DLC operators will still cost 25k renown each.
Advanced edition:
Same as standard edition but you get 10 outbreak packs which cost 2.50 USD each anyway (so no bundle savings). You also get an additional 4 Outbreak packs for login on during the event which everyone else also gets. Outbreak packs gives you cosmetics for the Outbreak event which is a time limited event. There are 50 outbreak packs in total for the event. On top of that, you get 600 credits which can be used to buy a DLC operator or other cosmetics.
PS: Is the Outbreak mode only an event? And not a fixed game mode? Kinda confusing.
