Currently you are able to play Co-Op together in the Terrorist Hunt mode, where you can host a private lobby against AI of varying difficulty.
Currently the Outbreak event is available for a short period with Operation Chimera, which requires 3 players to play.
Personally, I would look elsewhere for a Co-Op game. Outbreak gets old fast and will be gone from the game shortly and is unconfirmed as to whether it will return anytime soon. T-Hunt is practically used as a shooting range for most players, or a way of starting out by learning the game. The real charm of the game comes from playing Multiplayer in Casual and Ranked matches. If you're looking for a decent Co-Op Tom Clancy game, maybe look towards The Division or Ghost Recon: Wildlands.
