You should really check with support to make sure.

your key is assigned to your uplay account and steam account. you cant put the same key into another uplay account.

you can use another uplay account which has the steam version of siege on the same steam account though

Your just using steam to launch the game. Everything is linked to the uplay, you invite players using uplay events and stuff are from uplay. So its logical your progress is also linked to your uplay. You WILL lose everything if you use another uplay. Also its impossible to link another uplay account with the same steam
Its already linked to an account it cannot be linked to another account. Uplay is needed, you cannot delete it without losing the option to play.

If you delete uplay, you lose all the progress on that account. In order to play the Ubisoft games that you purchased on steam, you will have to create a new Uplay account, that holds none of your old stats.

I just bought a game on Epic and linked it to the wrong UPlay account. Did you end up finding out if progress is saved on Epic/Steam side of things or if progress is linked with Uplay

Edit: I already opened a ticket to swap the activation code to the right account, but I'm just worried that if I start playing, will I lose my progress?

As a heads up, I basically just tried the very same thing a week or so ago. After making a new Uplay account, it won't let you link your R6:S from Steam to the new Uplay account because it "can't authenticate ownership".

The reason I did this was because I had a second copy of R6:S on my alternate Steam account for friends to use, but one of my friends bought the game on their Steam own account. I figured I'd just let him have the Uplay account as well (since they played a lot on it and it had their progress on it), but the Steam copy on my alternate account no longer works because it can't authenticate ownership on a brand new Uplay account.

If you plan to do that, you'll most likely have to provide proof of account deletion and proof of ownership (Steam purchase receipt) to be able to link your Steam copy to a new Uplay account.
