Can you still get the 9mm C1 Black Ice Skin for Frost?
Can you still get it from Alpha Packs?

Yes, you can still get Black Ice on alpha packs.

Every original operator still get black ice skins on their gun.

You can still get it, because skins release with canadian operator.

you can get the black ice skin for frosts super 90 along with a headgear in the bundle menu
