It does 125 damage without falloff against 3speeds.

That's because all guns with the exception of shotguns have a 50x damage multiplier on headshot. Shotguns have no multiplier at all and its why they're so average.
It's a bad system that even CS managed to overcome 20 years ago with the addition of proper headshot damage + helmet damage reduction, but it'll never be changed in the headshot-fest that is Siege cuz MUH REALISM.
