Uplay "play while downloading" is a joke

[AMD Ryzen 7 5200HX 2.9GHz]

I downloaded the all necessary files to play game on Uplay, but game only
allows me to play tutorial sessions. I cannot even look my operator pages,

I have to download entire 46GB everytime!!!
