I'm sorry to hear that you are experiencing this issue.
Can you please try the following if you haven't already done so:
. Flush your DNS[support.ubi.com] then try again.
. Use the Google DNS[developers.google.com] then try again.
If that still doesn't work could you try using your mobile device as a WiFi hotspot.
Please confirm if any of these steps help to resolve the issue.

I have done all that, and i still get the error. Not only the Google DNS did not work, it actually made it worse, my ping would spike up to the point that every movement would stop, and makes casual matchmaking take much longer that it already is. In addition canceling the matchmaking search would give me the same error as well.

When a customersupport of Telekom looked at the traceroute people send him, he said that the problems (high ping) only occurt on hops outside of their jurisdiction. If he is right it seems that its a problem on Ubisoft's part.
