First 10 operators on each side are the original operators that you get with original game and you will get them when u play initial trainings.
and has nothing to do with year 1 2 3 4.. you have all year 1 2 3 operators. and year 4 operators are still releasing so you will get 2 more operators when they release them

ultimate edition only gives you all the DLC operators, you still have to grind out all the non DLC ones

So, It's normal that I don't have the original operators?

yes it is perfectly normal
it doesnt take too long to get all the base operators, just 3 star all the situations and thats already 7k renown, do the tutorials thats another 600, the uplay rewards thing is 200 or 400 renown, you can also get a free booster in there

the higher tier version of the game are a little bit confusing, but they come with the base game, not the base operators
i think ubisoft should change this, at least for the ultimate edition since the point of it is to rule out grinding
but there isnt really much of a grind to get these operators which is the good news

So basically i get for 15000-25000 renowns and he gets for ?? why does he has to grind??

Ok, now I'm completely confused. You said that i should have all of them, and he says that I need to grind for them.

Who is right?

BTW, I've opened a Ticket at the Ubisoft support.

its normal, this has been going on since the release of the new ultimate edition
i dont think it should be this way, but again the good news is it doesnt take that long to get all the base operators

Actually firstly I am not owner of ultimate edition, and grind was too high so I recommended my friend to buy ultimate edition coz I read description on store page in comparison section:
"THE ULTIMATE EDITION INCLUDES:
- The game.

LEGACY OPERATOR BUNDLE
Instant access to all 24 Operators from Year 1, Year 2 and Year 3

YEAR 4 PASS CONTENT:
- 8 new Year 4 operators
- 8 exclusive headgear and uniforms
- R6 Charm
- 600 R6 Credits"
.....
i am confused too about instant access , what does it means, I bought my friend this edition so he doesnt has to grind like me, but now I am also confused :D

never does it list the base operators, when the ultimate edition came out people were confused also
i think ubisoft should at least put a disclaimer that it doesnt include the original 20 operators
