you cant turn off blood but you can turn off voices, go to settings> audio> turn down Dialog volume to 0

Press tab and I think you can disable messages and voice there. But there's probably no way to turn off blood. I don't want to be insulting or anything but why would you even want to turn off blood? There's hardly any blood in the game. What they should do is make at least the blood splatter a bit more realistic.
