This game is very cpu heavy, you're getting bottlenecked pretty damn hard and that might be the reason for the fps drops. First turn off T-AA, that cuts the resolution and sways the load to the cpu.
Resolution, Ambient Occlusion, Anti aliasing (MSAA primarily) all increase GPU load. You have an overpowered GPU, play the game at your max res, with HBAO+ and if you still have fps drops, turn on 2X MSAA,
also download msi afterburner to check cpu and gpu usage. Oh and put power options in high performance :)

People keep saying R6S is CPU intensive for some reasons. Obviously they haven't seen the situation for ACO.

the cpu is actually 3.8 and not 3.4 in most situations.if your mobo likes it will auto run at 4.14~

3770 + gtx1080 = 120+ fps at all times
I use this cpu OCed to 4.5 ghz and it doesn't have trouble with any games dude, its a great cpu.
Something is up. Your CPU is good enough.
