So there are 2 possible mobility stats: 45 and 50.
45 mobility is used on pistols, while every other weapon has 50 mobility. With guns at 50 mobility, your speed is not affected. However, with 45 mobility, you are able to move slightly faster when you have the weapon equipped.
So as Ozzy mentioned:
1. Certain primary weapons also have a lower Mobility value, for example Glaz's OTS-03 with 36, Blackbeard's SR-25 with 38, and Ballistic Shields with 30-28. These weapons certainly don't seem "lighter" than others.
2. The Mobility stat existed even before Operation Para Bellum, which is when the mechanic of pistols increasing your speed was implemented.
