The most direct way would be to take your hard drive out of your computer, attach it to your brother's with a spare SATA cable or an external drive enclosure as needed, and copy-paste Siege's files to the right location on his hard drive. After they've all been copied, have your brother try to install Siege via Steam, and it should verify the files, then allow him to launch Siege without having to download all that data. He'll also need to have Uplay installed and signed-in-to as well. If you don't want to remove your hard drive, you can also look into how to share files over a network, but the transfer speed will be slower than a direct physical connection.

If it's 2 separate computers, then you'll need an external hard drive to put the files on it, or if you have 2 internal drives in each computer you can swap and put the game on the other internal drive. Once you have a way to transfer though you can just put the game into regular steam folder and install on steam and it should detect the files automatically.

It's 2 separate computers. Should I just put the HDD with siege on it in my bros pc and then copy the files over to his drive?

go to the game's properties, local files, move installer and choose you hard drive you want. If you haven't added steam folder to the other drive go to the settings, downloads, steam library folders, add library folder.
