Windows Error 0xc000012f when launching

Hello, I was recently gifted this game and I cannot launch the game due to a Windows Error popping up at launch.

This is a screenshot of the exact error message.

I have tried running as admin, compatibitly mode to Window's 7 on the exe., updating/checking drivers, updating/checking Windows versions, uninstalling and reinstalling, turning the computer on and off, reinstalling C++ Distributal (Although I'm not 100% certain I did that correctly, but they are all there to my knowledge), and checking DirectX.

None of those things helped me, and I know my computer can run the game. Any ideas?
