How does RS:SIEGE's server hosting work?

I took a hiatus from SIEGE long ago, and back then, if I remember correctly, you can see which player is the host if they have a monitor-looking icon. I just recently returned and I haven't seen it around.

Can someone summarize me on the new server stuff introduced, or is it all still the same?

Also, is there any news for some dedicated server? I'm playing on SEA, and when I play with others I get like 300 to 400ms, noticeable delay (like getting killed on the wooden floor but actually died on the carpet nearby lol)... Even worst is that others I'm paired with others that have 500+ms and are kicked from the game after a few minutes, prompting me and 1 or 2 others to finish the rest of the job ourselves.
