SMG-11 has terrible range. decent mid, excellent short.
smg11 is good on close ranges but terrible on longer ranges unless your aim is godlike
his shotgun is good for utility, sometimes good for killing in very close ranged firefights but very inconsistent like all shotguns
That said, if your team really requires long range coverage from you then Smoke, even with the fmg-9, is a marginal choice compared to some other defenders that have superb ranged weapons (Jager's AR for instance).
I would say that Smoke is best as a 'utility' operator, meaning the shotgun is generally the top choice since it excels at making murderholes and counter-breaching. The smg-11 is an excellent 1v1 weapon at the ranges that you usually want to prioritize as Smoke, and the shotgun helps you rapidly create a situational advantage within that scope.
Don't forget, his ability (when properly leveraged) can effectively funnel your opponents towards your preferred engagement area, which you should use to entice them into the ideal firing line of either your teammates or the absolute death machine that the smg-11 represents in CQB.
