Because if what that cheater said is indeed true and the cheats are never detected, I wouldn't call it effective, quite the opposite actually.
If it goes undetected, imagine how many may be running around with wallhack just to be ahead, being low key to not look super suspicious.

As a local running application it should be pretty easy to make it completly unique (Hardware ID's, Serial numbers etc.) and use it to ban machines from people. Store that random identification number in your profile and if you replace your Board for example you have to register a new ID.
Never understood why this is not used and instead Accounts are getting banned, which is like fighting Windmills.
Sure you can buy new hardware or do other stuff to change your signature but that is way more work then just buying a new hacked UBI account in a forum.
It is extremely easy to change HWID using free software. Same goes for MAC Address and IP.

I'm sure as the kid you are, you have watched your fair share of animations from the likes of Disney or other providers as well.
