Im not sure if I had this problem BUT switching from fullscreen to borderless helped me to lock fps properly and the game become much more smoother.

i was getting lag spikes on fullscreen but this works dude!

If you turn on any fps counter, you will notice that in fullscreen mode your video card will try to generate as many fps as it can. It mean that the card is always working at 100% power. In the most cases you dont need that, it only will cause your card to overheat too early, or have no room to cool down. Probably, the same will apply to pc processor. BUT when you swich to windowed or borderless it set a fps limit (your screen refresh limit), and your card will only generate as much fps as you need. Its about overheat. You probably will be surprised but this game in fullscreen manage to overheat even my gtx1080, but when I swich to borderless I can turn the cooler below 50% and it will never overheat, and run smooth. ^_^

the fps counter remains more or less the same...but the game runs smoother imo

You can also just run it in fullscreen and turn vsync to 1 frame.
