Btw, having VSync on is good for screen tearing but it causes input lag for your mouse thus hurting you when you try to make fine adjustments.
It seems that way, because I uninstalled the game, and reinstalled the drivers for all of my equipment before I upgraded, still no change. When I did get my new equipment it works.
What? What makes me stupid from posting this thread? Please explain I really want to know.

FPS gets locked around 45fps.
I have an AMD card (r9 270) and i5 6th gen processor with Windows 10 installed. The solution that worked for me was to completely turn off the Xbox DVR settings. Here is to instructions on how to do this:

After his, I had fps back to 75-100.

The other points you made make no sense.
First of all, you can most definitely notice a difference when moving from 60fps to 120fps. (If on a >=120Hz monitor, of course.)
I don't understand at all what you meant by this...
120fps is only for 3D? What? No...
There is a lot of debate going around human seeing/tracking only 'x' fps.
Some people have lower response times, some higher.
On this Reddit-thread (https://www.reddit.com/r/askscience/comments/1vy3qe/how_many_frames_per_second_can_the_eye_see/) people say that some fighter pilots "have been recorded spotting 1/255th of a frame." (Which means, 'tracking' 255fps)
One thing is for sure though;
Playing with more FPS (On a higher-Hz monitor), will help you game, and will make the game more smooth-looking.
You can try it out by yourself!
Oh, and the 120fps for 3D is still false. No idea where you got that from.
