If you set it too low, then in a situation where you hear someone behind you, and have to turn fast then you have no chance of winning because when you ADS, your sensitivity becomes too low and you can't react fast enough. You also won't be able to track running enemies because they move faster than your mouse.
So I wouldn't set it below 80, and I wouldn't really set it to 100% either, because most of the times you just hold an angle while aiming, there is no need for the ADS sensitivity to be as fast as the normal sensitivity. You use ADS when you need accuracy, so having a high sensitivity when amining seems a bit counter productive. But I wouldn't really know...
