How can I force nvidia control panel and nvidia profile inspector options?
Changing any options for the game in either of these outside programs does not actually do anything in the game. I read that the game's graphics have something to do with being synced with the server which probably explains why, although I was able to edit some options in the ini files in the documents folder (was able to turn off motion blur and aim assist).

Is there any way to fix this so I can set vsync to "fast" in the nvidia control panel and also to force 59fps in nvidia profile inspector?

I set shooters to 59fps because it helps massively to get rid of the input lag that using vsync causes, and no I can't turn off vsync because I use a 60hz hdtv to play and without vsync games have hard core screen tearing. For instance I can set 59 fps for Overwatch (which actually has a option to do so built in to the game) and it makes the mouse input nearly perfectly smooth. The input lag is much more notice-able in this game without being able to set it to 59 fps with nvidia profile inspector although setting aimassit=0 in the ini file did help a lot.

Ummm forgive me if I'm not exactly sure what you want to do but can't you manually set the game's fps limit in the options or in the ini file and leave vsync off?
